What does this law say ? In 1971, Sheikh Mujibur Rahman, the founding father of Bangladesh, decided that for the 2 million civil service positions today, half would be filled not based on merit but through affirmative action favoring women and residents of less developed areas

A controversial law The most controversial aspect of this quota system is that 30% of civil service positions are reserved for the children and grandchildren of those who fought for Bangladesh's independence in 1971.
