The cop deserves the ticket he shouldn't have parked there.He knows it.Look at the sign right above his car. And I guess official police business now is going in to get a cup of coffee.

Police officers are not required to have their lights on. They are supposed to be on responding code 2 or code 3 and do not have to remain on while parked. She is in the wrong. Police are also allowed to park in metered areas without paying while on duty.
