I am not Catholic and I can tell you that this isn't the Vatican and it isn't a funeral. It is an Easter Service. The upside down cross with a rooster in it are symbols of "Saint Peter", "The First Pope" as Catholics refer to him.

The head gear are 'birettas or capirotes', used in Spain to celebrate Easter etc. In this case, the partial black robe and black head covering is being used to mourn the death of Pope Francis. This is in Spain, not at the Vatican.
