An old Spring Day water-splashing tradition ended in tragedy in Refilwe, Cullinan, after a 53-year-old man allegedly stabbed to death a 21-year-old man. This has raised concerns whether the tradition is a safety risk. Refilwe community leader Mpho Sehalahala expands. #Newzroom405 Watch:

I suggest that each year on the 1st of September the government/municipality should close water from 10:00 to 19:00 in the evening
