Is there more context leading up to this scene? Feels weird that Rouge and Amy would just suddenly be talking to the President and his secretary out of nowhere, especially since they're not in to he final fight

This reminds me of the Dragon Ball Z dub, where whenever it shows a scene where nothing's happening, they just put dialogue in the background.
