The unions did… via Labour. In return for donations they won the statuary right to force physical presence and digital access to ANY workplace to meet, recruit and organise staff to join. Don’t give access? Then face a £500k fine. 40% support threshold is gone. This is like the brown shirts protection racket. But for donations unions have secured the right to extend revenue.
