The false claims of Duterte’s DepEd is a betrayal of public trust! NoMoreDutertes #ExposetheDutertes I am beyond disgusted on how the Department of Education under the leadership of Vice President Sara Duterte justified the disbursement of Php 15 million confidential funds. Duterte’s office used the certifications issued by the military officers as justification and supporting documents for CIF payments when in fact no funds were released for the conduct of the said activities. Not only did she betray the trust and confidence of the Philippine Army who readily gave her office the certification for the conduct of the Youth Leadership Summit… as a taxpayer, she also betrayed me. Vice President Sara Duterte betrayed the public. Among all the good interpellations today, I find this one of Cong. Keith Flores the best for it clarifies a lot of things, leaving no room for the DDS narrative to proliferate. I recommend you watch this video in full and share if you may. Cong. Flores was established the following: 1.) That the Department of Education did not have any participation or active role in the conduct of the Youth Leadership Seminar 2.) That the Youth Leadership Seminar is a regular program of the AFP and not a product of information purchased by the Department of Education 3.) No information (purchased or not) from the Department of Education was relayed or given to the Armed Forces of the Philippines for the conduct of YLS or identification of locations based on vulnerability. As per recent reports, the six articles of impeachment all seem outright and if the Senate will be fair are all irrefutable. 1) Conspiracy to Assassinate President Marcos, First Lady, and Speaker Romualdez 2) Malversation of P612.5 Million in Confidential Funds 3) Destabilization, Insurrection, and Public Disorder 4) Involvement in Extrajudicial Killings (Davao Death Squad) 5) Bribery and Corruption in DepEd and the highlight of them all 6) Unexplained Wealth and Failure to Disclose Assets I have been pointing out the need to check the SALN and the bank records of the Dutertes. And several reports say that as per the impeachment complaint, Sara Duterte quadrupled her net worth from 2007 to 2017 without legitimate other sources of income. But what should be the highlight is the 2 billion suspicious transactions linked to the joint account of former President Rodrigo Duterte. In the media forum of the Young Guns last week, one of the prosecutors, Congressman Rodge Gutierrez of 1 Rider Partylist explained that an impeachment proceeding is not bound by the legislative calendar. He further elaborated this by saying that this is a constitutional process and not just an ordinary legislative process. And I refuse to believe that all those 32 million Filipinos will let her get away with her questionable expenditures of public funds in both the Office of the Vice President and the Department of Education during her reign. I find the comparison of votes as the sole basis of argument as desperate and ridiculous. So anyone with less votes cannot question the Vice President? What kind of argument is that? As elected representatives of their respective districts and sectors, the Young Guns have every bit of right and in fact it is their responsibility to call out the Vice President especially when it involves billions of taxpayers' money. Yes! Billions of questionable expenditures. According to the House Committee on Good Government and Public Accountability, records show that: -COA disallowed 60% of the 125M confidential funds in 2022. That’s 73 million pesos! -In 2022 and 2023, only 10% of the allocated fund was cleared without issue. 10%! Meaning 500 million is still questionable. -The 19.22%low utilization rate of ICT equipment budget in 2023, something we are in dire need of - COA questioned 67M out of 125M confidential funds in Q1 2023, 62M out of 125M in Q2 2023 and 35M out of 125M in Q3 2023. And this is just some of the long list of questionable expenditures of the Vice President, all substantiated and all have basis. Other issues like the questions in bidding in the Department of Education causing us billions of savings as raised by Rep. Bongalon, the Mag-negosyo ka 'day’s very low utilization rate, the bloated rental rate of the satellite offices amongst other things. Although it is true that other government agencies also have notice of disallowances etc. but not this much… It is either the Vice President committed graft/plunder (I think it is over 50 Million) or she is just really that incompetent as she cannot utilize the budget in accordance with the regulations and limitations of public funds expenditures. It is so elementary. It was perhaps very painful on the part of the Vice President’s handlers and PR team to have to watch and listen to her speeches. Seemingly unprepared or just doesn’t have the base abilities to deliver an effective speech. Despite her reading the texts of her speech, the struggle was apparent. But more importantly, we beg to ask the questions— did she really understand-and listened to the very messages of her talk? Every single word she said, just came right back 180 degree to slap her in the face. She spoke of sovereignty, but no less than her father, Rodrigo Duterte sold the nation to the Chinese. As a Vice President, she never spoke against the many aggressions committed by China’s Navy and paramilitary operatives against our people. Her deafening silence says it all. She spoke of thievery in public office. Yet she conveniently forgets the many corruption unanswered corruption allegations against herself who is now subject to impeachment trial. She forgets the many corruption committed under her father’s rule, and where the flood control funding mess have made its heydays, including the P51 billion largesse of her brother Pulong Duterte. She spoke of illiteracy and substandard education, when under her tenure as Education Secretary, hardly a school classroom was built, the education system was very poorly managed and where she accepted her own incompetence, where she committed misuse and plunder of the education funding, where she was believed to have bribed education officials to keep quiet. These were all evidenced by Congressional investigations. She spoke of stealing a patient’s quality healthcare. Yet, the regime of her father was the source of the biggest healthcare fund scandal and thievery even under the crisis brought by the Covid19 pandemic at the time. She spoke of a worker’s decent living. Yet, her father’s regime closed a TV and radio broadcast station who’s owners he deemed his enemies l, but without supporting the workers and finding alternatives for those who lost their jobs. She spoke of opportunities and hope. Yet her father’s regime and her office have been accused of the most grievous thievery of our public coffers for which they have refused to be accountable for under our processes. To date, she continues to evade scrutiny by our institutions. She spoke of dignity, life and freedom. Yet her father’s regime stole the future and lives of thousands of Filipinos murdered under his instructions in an illegal war on drugs. He is now undergoing trial at the ICC for crimes against humanity. On all of these sins her family and allies have committed against the nation and our people, she said nothing. Vice President Sara Duterte’ said and done nothing. And the same Vice President was to later display, for the world to see, her own gruesome murderous nature with her own threat to conspire to kill and murder a sitting President and his family. Such hypocrisy and vileness. And she dare speak about freedom, dignity and hope on an independence day, to a nation that suffered and continues to suffer under the Duterte family’s bad and gruesome behaviours.

Is the truth too incriminating that the Vice President cannot simply answer questions? Entitlement and arrogance. I do not have high regards for the Vice President but her behavior and attitude during the congressional budget is on a different level. To say that she is disrespectful is an understatement. Rightfully so, Congressman Jay Khonghun moved to defer the budget of the Vice President for refusing to answer questions and disrespecting the committee. I agree with him when he said that we are a republic, we do not have a queen or king — the Vice President cannot do what she wants without checks and balances. I have been watching budget deliberations all my adult life. Both houses of the legislative always ask about the expenditures of the previous years in comparison with their proposed budget for the upcoming year. It is a common practice. Asking that question will give the congress the confidence to grant what is proposed. I want to highlight the interpellations of the Rep. Rodge Gutierrez, he explained in length why asking questions regarding the confidential funds is within the bounds of the discussion. Ironically, it was Congressman Ungab who told him that, the same representation who was in defense of the Vice President earlier today. Rep. If she claims that all these are necessary, she will do whatever it takes to fight for it. The House of Representatives adjourned the budget deliberation around three in the morning, that’s around 17 hours of debate and interpellations. But heads of government agencies patiently wait, members of the majority and minority fulfill their duty in the arguably most important piece of legislation the congress needs to pass every year. I agree with what Congressman Paolo Ortega said, that the photos of the Vice President are indeed concerning, it is not just disrespectful to the House of Representatives and the office she represents… This is also considered as a neglect of her duty as the head of her office. “If these reports are accurate, it is deeply concerning that the Vice President chose leisure over fulfilling her official constitutional duties to the nation. The budget deliberation is a critical process, one that ensures transparency and accountability in the use of public funds” The office of the Vice President released a statement but not even that justifies her absence in the house plenary deliberation. Talking to the people is important but it is not urgent and definitely not official — she can always go back and talk to them on days that are not her scheduled budget hearing. Based on an interview of Cong. Zia Alonto Adiong, his office repeatedly reached out to her office but in the end “walang meeting with OVP”.
