It was a shoulder to the chest not a helmet to the head. The violence came from Moores head whiplashing off the turf. Was it an intentional hit, yes as are all hits in football. Was it extremely bad behavior after the play to be jumping around and celebrating when a man is out cold and posturing, absolutely.
