A good driver would not have attempted to use the pavement to turn around. So many drivers who hit bollards drive onto the pavement first as that is where the bollard is but surely they are able to see the pavement.

Most drivers hit bollards for a good reason, because they are trying to drive where they shouldn't be driving. It's a form of Darwinism, but for cars.
