"We ought to work with French authorities" - yes, we tried that, and gave them half a billion quid. They did bugger all with it. Put yourself in the shoes of the French: if you take a load of British money whilst escorting boats across the channel and encouraging them to set off, you (a) have more coffers in the bank, and (b) have fewer migrants to deal with in France! It's a win-win for them to do nothing. The incentive structure will only work if the money is pulled when they don't comply with the terms of our agreement. Simple.
