I wanted to share an update on San Francisco’s budget and how we are working to get our fiscal house in order. When I took office, we inherited a significant structural deficit. That means the city was set up to spend more money than it brings in, year after year. Today, that gap is projected to reach $1 billion dollars over the next five years. Over the past year, we’ve taken steps to close this gap and bring long-term spending more in line with revenue. We also know that increasing sustainable revenue for our city is crucial to solving our budget problem. Since the day I became mayor, we’ve been taking steps to create the conditions for San Francisco’s economic recovery. Today, our streets are safer and cleaner, and people struggling on the streets are getting into treatment. We’re making it easier to open and operate a small business in our city. And that progress has led to results: Businesses of all sizes are coming back to San Francisco, people are shopping downtown again, and tax revenues are higher than projected. While we are making meaningful progress, we are not out of the woods. Our economic recovery is very fragile. And since last year’s budget, the city has faced new federal and state funding cuts. This means our budget gap would reach $1 billion in the coming years if we don’t act. The charter requires that, as mayor, I submit a balanced budget each June—we cannot spend more money than we bring in. And we must also address this long-term $1 billion dollar deficit. Because if we don’t act now, we will have to do twice as much in the coming years, with the choices becoming more expensive and more difficult. This year’s budget will include painful but necessary decisions. I know they will impact individuals and communities, and I take this seriously—which is why we must act now to avoid even deeper cuts later. This year's budget will continue the work we’ve been doing since last year to manage city funds responsibly and deliver the best possible services. And it will put our city on a path to a lasting economic recovery that benefits all San Franciscans.

We reported our third quarter results this morning. PayPal delivered another strong quarter with broad-based profitable growth across branded experiences, Venmo, and PSP. We also announced a new partnership with OpenAI to expand payments and commerce in ChatGPT. PayPal is a fundamentally stronger company today than we were two years ago. We returned the company to growth and are on pace for 6 to 7 percent transaction margin dollar growth, excluding interest on customer balances, in 2025. Here are some highlights 👇 🔵U.S. branded experiences (online and offline) volume accelerated to 10%, more than double our growth a year ago 🔵Venmo revenue was up more than 20% and TPV grew 14% 🔵Added 2 million first-time PayPal and Venmo debit card users in the U.S. 🔵Buy Now, Pay Later volume grew more than 20% 🔵Payment Service Provider (PSP) volume returned to healthy, profitable growth at 6% 🔵 We are also building for an agentic future, partnering with leaders such as Google, OpenAI, and Perplexity Given this strong momentum, we are raising our full year 2025 guidance for transaction margin dollars and earnings per share. I thank each of our combat brigades, all soldiers, and commanders who are using all their strength to destroy the enemy, especially by effectively deploying our drone capabilities. Our Ukrainian Defense and Security Forces are already gaining an advantage in this area – in July, our soldiers deployed more drones than the occupiers. This needs to be a steady trend on the front – across all types of drones available to our units: from FPV to all others, including our long-range drones – which are already having a strategic impact on the war. Impacting – in the interests of Ukraine. And our Ukrainian leadership in drones can not only be a factor that brings a just end to the war closer but also makes Ukraine a supplier of security for other states. Today, Mykhailo Fedorov, Vice Prime Minister for Innovations, Development of Education, Science and Technologies, and Oleksandr Kamyshin, Minister of Strategic Industries of Ukraine, also reported at the Staff meeting on drone production and financing. For this year, a million drones have already been contracted with our manufacturers, and by the end of the year, there will be more. Our drone production capabilities are consistently expanding. We're working not only with state funding but also with partners who are investing in our drone manufacturing.
