Most probably, the structure uses elastomeric bearings made of rubber reinforced with steel plates kept between deck and pier to allow the movement and carry the load.

To help earthquake-proof skyscrapers you don’t necessarily need to add more concrete… Instead you can add damping systems to allow the structure to flex in earthquakes. These convert any movement to heat in silicone oil in the damper. Video via Laibin Seismic

Here we observe the seismic waves traveling across the vast Pacific Ocean and still lighting up the North American Seismic Network. No surprise that we had the biggest earthquake since the M7.4 Drake's Passage on May 2nd with the huge geoeffective trans-equatorial coronal hole we had on the Sun providing us the perfect earthquake space weather!
