This is from movie Transporter 3 (2008). The girl is the daughter of a Ukrainian minister. The guy who shot the henchman is the leader and he’s trying to blackmail the minister. Those wrist things stay on for the whole movie. There’s no way to get them off. I recommend seeing it if you like action movies!
