Circle minted it, then said it promises nothing. A token exists, a use does not. 10B supply, no launch date. The contract is ready, the call sits with Circle. The token is onchain, not in anyone's wallet. Arc still runs on permissioned validators. BlackRock, Visa and DTCC are validators. When this token opens is not a technical question. An L1 that charges gas in USDC just minted its token. What the token does is still blank.
