Double white line means absolutely forbidden unless emergency like ambulance. The single continuous line if you consider very slow moving vehicles as an 'obstruction' (because u can't overtake any other way since it is a 2 lane road), you can overtake while practicing caution.

Illegal yes but poor design too. There was a very long straight stretch which should have had dashed white line. Things like this convey people that road signs are meaningless

If the line is continuous, without break... you can not overtake , that is the basic rule.. if it is a double line.. at any circumstances you can not overtake

Bcoz of the presence of the solid white lane, it is illegal to overtake. BUT, why is there a solid white lane for such a long stretch? A solid white lane is acceptable in the curves, but why on the straight stretch? What if someone wants to park their vehicle for an emergency?

Double solid lines: you cannot cross them. Period.
