They're allowed to date, they just often keep it secret, sometimes for privacy and sometimes for better viewership. I personally prefer that if a vtuber is in a relationship, that they're honest about it to avoid any parasociality. It feels like the most moral thing to do to me, but everyone had their reasons

I think idols, ergo corporate vtubers, don't date to to stay as waifu of their hardest fans, if they get into a relationship they can't be a waifu, basic rule.
