Sorry, it is up to the individual states to decide what was necessary to vote. Elections are constitutionally mandated to be run by the states. The reason is that so the incumbent in power at that time can’t control election rules. Only a constitutional amendment could change it.

How many states don’t actually ask for an ID to vote? In most it’s required. I live in NY and despite being labeled a “No ID” state, i’ve never voted without having to show my ID.
