Seems like it's jurisdictional, the police also didn't explain it properly, going to the most extreme measure. An exotic animal is more like public alcohol consumption. I would not have arrested him but rather escorted him out of town with a citation, and while doing it went thru all the details about why he can no longer bring the animal into town, whether I agree with it or not. So in certain jurisdications like New Orleans, you can drink alcohol on the streets, while in New York City on the other hand, alcohol cannot be consumed on the streets. And I'd have explained to him if he wants to bring that pet out, he needs to learn the ins and outs of each jursidiction so he doesn't get arrested or the pet gets confiscated, potentially permanently. That would have done a lot for him to be more informed (as a preventative measure) and for law enforcement (as a preventative measure).
