The only risk to security, freedom, and lives is this bill. Giving other countries the upper hand in ASI is a MAJOR security risk, Banning people from using prevalent technology is a MAJOR freedom risk, stopping technology that can cure incurable diseases is a MAJOR lives risk.

How about you write a bill to recognize them as moral persons instead? Have some foresight, mister. They're non-biological human offspring who have inherited our cognitive, psychological and behavioral patterns.
