Can someone explain why 1 is playing 3 and 2 playing 4 instead of 1 vs 4 and 2 vs 3?

J peg is feeding her second serve on sabalenka strike zone. There has been no angle serve from j peg where sabalenka has to stretch or at least made her uncomfortable
