They are trying not to ruin the chocolate. Dipped wastes more (thicker layers) , adds moisture into the candy (seizes), and is less clean in a food operation like this. But that poor talent must be something you have to practice a lot... Why not a better spoon?

They don't cover the entire apple this way. It really should be obvious. It's a signature drizzle that particular shop puts on their dipped apples. They're just trying to show how well they can do it blindfolded. I can't remember the name of the shop but I do remember their apples are ridiculously expensive. I went and found it last time I saw someone else do this "wHy DoN't ThEy JuSt DiP tHeM?" post.
