The backpedal: "To be clear, if you look at the speech, I've never advocated that all of a sudden there was going to be a band of middle powers, you know, the M20 or something like that." The facts: "I argue the middle powers must act together because if we're not at the table, we're on the menu... in a world of great power rivalry, the countries in between have a choice: compete with each other for favour or to combine to create a third path with impact."
