It sounds to me like she’s basically saying she had these “people” watching Charlie and Erika before he was killed. She says these “people” would reach out to her letting her know whenever they see Charlie’s kids. She even questions why no one has let her know if Erika went out to the grocery store or not days before Charlie was killed.
