Tory Lanez was stabbed 14 times and tower didn’t use any lethal force. The rulebook says if one person is using a weapon and the other person is defenseless, that the tower must use lethal force. In this case we get NO non-lethal intervention and NO lethal intervention. Tory is basically alive because he got up and ran. They set him up and wanted that to happen
