When you listen to people like Sakaja Arthur Johnson - you begin to understand the depth of our problem as a country. Listen to him try to articulate why he is unable to build drainage systems. He says - he lacks the capital. And this right here is just about the dumbest thing anyone can say - when you know the facts. I urge you to read my analysis of the absolute chaos and mayhem that is Nairobi County Finances. That analysis is below. But let me point out just a few examples of the sheer stupidity that is devouring Nairobi County. In 2023-2024, Sakaja Arthur Johnson had KSH 33 billion in revenue to serve 4.6 million people who call Nairobi home. Provide healthcare. Transportation systems. Social services. Sanitation and drainage services. How did he spend this money? (1) He spent 56% of this revenue on salaries - against the law, which caps such spending at 35%. That was KSH 18 billion. By so doing - he stole KSH 6.7 billion in money that should have gone to build drainage systems. This is not rocket science, Sakaja Arthur Johnson So citizens lose KSH 6.7 billion in one fell swoop. This KSH 18 billion went to 16,000 people who are 0.3% of Nairobi's population. That leaves KSH 15 billion. Right? He then dropped KSH 1.2 billion travelling to any foreign capital or exotic place that had any event where incompetent county politicians and their lackies could burn money. Such as: A trip to Marakech Morocco study "proactive management" at the cost of KSH 37 million. For two weeks, 19 people stayed in a resort destination in Morocco studying non-sense. A trip to Vancouver, British Columbia to study "Conflict Resolution" at the cost of KSH 10.9 million. 14 People! A trip to Dubai, to study "personal branding". Cost? KSH 9 million. And on, and on, and on. KSH 1.2 billion gets wasted that way. 100% wasteful. Look at the third attachment here. It tells you that Nairobi County spent KSH 6.3 billion on legal fees to 4 lawyers (am working to bring you details of who these lawyers are). I think we all know by now that math is not one of your strengths - so let's help you a bit. KSH 6.3 billion, Sakaja Arthur Johnson - is 20% of the County Budget. And it went to 4 lawyers. That is despite the fact that Nairobi County had a team of lawyers who cost citizens KSH 267 million in 2023-2024! And worse - read the Auditor General's comment: It was related to cases of corruption, incompetence in managing contracts, and other shenanigans like those. Point is - it was avoidable. 100% avoidable. What could KSH 6.3 billion worth of infrastructure look like in Nairobi? You lose KSH 6.7 billion in a salary heist to 0.3% of those in government. Lose another KSH 1.2 billion on foolish travel. And lose another KSH 6.3 billion to 4 lawyers. That, Sakaja Arthur Johnson is KSH 14 billion. KSH 14 billion. In just three easy examples of wastage. I have not even said a damn thing about the thousands of ghost workers on payroll in Nairobi. And there are thousands. Not me saying. Look on the fourth attachment. There was a town hall meeting on public debt at the Ufungamano house last month. I have been looking for clips and I have found some. These are the right questions Kenyans should be asking. Let us start with the ten years of UhuRuto regime; Taxpayers Collected Revenue was Ksh 13.8T Taxpayers Expenditure was Ksh 14.3T, a deficit of Ksh1.5T, meaning only Ksh 1.5T was to be borrowed. In those ten years, Ksh 7.7T was borrowed and the Parliament only approved the borrowing of Ksh 2T. Surprisingly, in those ten years, the Parliament approved the payment of Ksh 5.6T which they never approved to be borrowed. Now, Ksh 5.6T was paid, but when Ruto's killer regime came to office, the debt was Ksh 9.6T. William Ruto says that they have paid Ksh 4.6T. Now the question we are asking is, why is the public debt at Ksh 12.3T? We must demand the debt register to be opened. Public debts must be audited juu hapa tunachezwa. It doesn't add up. When the third governor of Nakuru County took office in 2022, the county was collecting KSh 3.6 billion in Own Source Revenue (OSR). In just one year, that figure dropped to KSh 1.6 billion. A year later, it has fallen further to KSh 700 million. At the same time, Kiambu County moved in the opposite direction — doubling its OSR from KSh 2.7 billion to KSh 5.4 billion. Ironically, both county chiefs served as Senators during the same period. They understood oversight. They understood revenue law. They understood accountability. So what changed? How does a county hospital like PGH Nakuru, reportedly generating close to KSh 2 billion annually, exist in a county that now declares only KSh 700 million in total OSR? How does quarrying in Maai Mahiu, boosted by the President’s affordable housing agenda, generate an estimated KSh 1.8 billion annually, yet the county books reflect less than KSh 1 billion in total own-source revenue? This is not a small discrepancy. This is not a clerical error. This is a collapse. If revenue streams are expanding — hospital collections rising, quarry levies increasing, business activity growing — then declining OSR points to only three possibilities: • Weak systems • Massive leakage • Or deliberate sabotage of county revenue structures Nakuru is not a poor county. It is strategically located, agriculturally rich, industrially active, and commercially vibrant. A county with that profile does not shrink its revenue base unless leadership allows it. The people of Nakuru deserve answers. Where is the money going? Who is accountable? Why are services not improving while collections are allegedly happening? This is not politics. This is public finance. And if these figures are accurate, then what we are witnessing is not just underperformance — it is a betrayal of public trust. Nakuru deserves transparency.
