American Shakers invented seed tape in the early 20th century. The Chinese have spent the industrial age copying, not creating.

This is absolutely not a new thing, I remember sowing carrot seeds in seed tapes as a kid in the 90s.

If you want to manufacture in the USA it'd behoove you to make friends with and invite for consultation Chinese factory & automation engineers. They are the masters of this stuff and it's partly because of fierce competition domestically. 100 factories all competing for the bid.

Gardeners been doing this for decades. We use paper towels or toilet paper and "glue" the seeds with the specific spaces required. Works great with carrot seeds.
