Kosovo President Osmani: The message we get is that the more you align with 🇷🇺🇮🇷🇨🇳, the more progress you make on the EU path. Whereas, if you are at 100% alignment with the EU as Kosovo is, there's no progress for you. This has nothing to do with a merit-based process.

Georgia is considered only a nominal candidate, as the country made a serious shift away from democracy after 2024. The European Commission is ready to open all negotiation chapters on Ukraine’s and Moldova’s EU accession. This means Brussels considers their progress sufficient to launch a full integration process. The main barrier is Hungary and Slovakia, where pro-Russian leaders Orbán and Fico are in power. They are blocking EU expansion decisions. Brussels is discussing two options: abandoning the unanimity principle or temporarily stripping such countries of voting rights on sensitive issues. The European Commission proposes introducing a “probation period” for new EU members to avoid creating more “Orbáns.” EU Enlargement Commissioner Marta Kos told the Financial Times that such a period could last several years. If a country slides into authoritarianism, it could lose its rights or even be expelled. The Commission expects that substantive accession talks with Ukraine will begin before the end of this year. I asked for greater appreciation from the EU for the state of Kosovo, as there has not been a single incident between Albanian and Serb municipal employees in the north. Since Vucic forced Serbs to withdraw from institutions, 199 new Serbs have joined the police force, and 100 Serb employees have been hired by the municipalities in the north. Since January 2024, 432 new businesses have opened in the northern part of the country, and 800 Serbs have been employed through a family support program.

Starting March 15, vehicles with Serbian plates may stay in Kosovo only with proper documentation & for up to 3 months. Those without proper docs face a warning, then a €200 fine and finally vehicle confiscation. They can have their vehicle towed to the border, if they prefer.

I welcome today’s recommendation by the European Commission to open EU accession negotiations with Ukraine. This is a strong and historic step that paves the way to a stronger EU with Ukraine as its member. I thank the EU and personally Ursula von der Leyen for supporting Ukraine on our road to the EU. Ukraine continues on its reform path and looks forward to European Council’s decision in December.
