Yes, a lot of this wasn’t planned to be for Doom AND the majority of the things in here were for Kang but… it was vague enough that Marvel can easily say it was leading towards Doom. They are in a very lucky and unique position to be able to even do this. They got really lucky!

Even if unintentional, Avengers Doomsday has the opportunity to connect all of this in leading to Doctor Doom.

The thing people get confused with now is in the infinity saga, Thanos himself barely had any buildup but the concept of the stones had buildup in almost every movie. Infinity war was basically a Thanos movie and that movie made him a great villain
