SIKORSKI: For 20 years I've been skeptic of Western theories that there's Putin on one side and oligarchs on the other who are losing money and therefore pressuring him. In Russia, since Czarist times, you have money only by grace of state. President of Russia creates oligarchs. You can lose everything in one day, so I don't think they are a pressure group like they are in the West, where billionaires made their own money and then articulate their own interests.
