Today in the House Foreign Affairs Committee, I had the opportunity to participate in an important discussion on Arms Control and International Security in the Modern Age. When I was a business owner, I’ve saw firsthand how important it is that our defense export and licensing systems keep pace with real-world needs, both for our partners abroad and for the American industry that supports them. I raised questions about ways we can continue improving the DDTC process so that it is as efficient, transparent, and responsive as possible. In some cases, timelines can be lengthy or outcomes unclear, and I believe there’s a shared interest across the board, including with today’s Administration witness, in finding smart, practical ways to streamline and strengthen the system. At the end of the day, this is about making sure our allies can get what they need in a timely manner, our defense industrial base can operate effectively, and our national security objectives are fully supported.

In March of 2023, a self styled “Goon Squad” of Rankin County officers kicked in the door of a Braxton, Mississippi home and tortured Michael Jenkins and Eddie Parker for nearly an hour and a half. They beat and tased them, used racial slurs, sexually assaulted them and shot Michael in the mouth. This was not a rogue unit acting in a vacuum. For years, families in Rankin County and across Mississippi have reported raids, beatings and humiliation at the hands of law enforcement with little to no accountability. The “Goon Squad” case simply forced the country to look at what Black residents have been saying all along. This post is not about shock value. It is a reminder that this level of violence is still possible whenever police operate without real oversight, transparency or consequences. First responders have put out the fires in Kyiv – at the Lavra and the Mystetskyi Arsenal. I am grateful to all the services working at the sites of the strikes, and to everyone who is helping. It has been confirmed that two Russian drones deliberately targeted the part of the city where the Lavra and the Mystetskyi Arsenal are located. As of now, 35 people are reported injured in Kyiv. Across the country, 53 people have been wounded, and 11 people are known to have been killed in this massive Russian attack. My condolences to all their families and loved ones. We are in constant communication with our partners regarding the consequences of this Russian attack and the necessary response. It is important that state leaders, public leaders, and international organizations do not remain silent. I have instructed Ukraine’s Ministry of Foreign Affairs and our entire diplomatic team to maximize all contacts with partners today so that international events this week and next deliver real results for strengthening our defense and increasing global pressure on Russia over this war. Today I visited the Dnipro region, Kryvyi Rih. I honored the memory of those killed by a Russian ballistic missile strike—exactly one week ago. 19 people were killed by a Russian missile, including 9 children. I’m now in a shelter at the very school where three of those children studied—tragically, they were killed. That same day, there was also a Shahed drone attack, which claimed even more lives. Eternal memory to them all. Today, from right here in Kryvyi Rih, I addressed the participants of the Ramstein meeting in Brussels. Our top priority is air defense: additional systems and missiles for them—to protect lives and our cities. We are counting on our partners’ decisions. The world has the necessary systems, and what’s needed is a political decision for them to work here in Ukraine – in Dnipro, Kryvyi Rih, Nikopol, Kharkiv, Sumy, Chernihiv, Mykolaiv, Odesa, and many other cities and communities. We discussed this with President Trump—Ukraine is not just asking, we’re ready to purchase these additional systems. Only powerful weapons can truly be relied upon to protect life when you have a neighbor like Russia. So that Ukrainian children can study safely—not just online, but in person, like in America, like across Europe—and not in underground classrooms, which may provide greater safety but which should not be the norm anywhere, but simply in schools. The Dallas Police Department’s new Drone as First Responder program officially launched today with eight remotely piloted drones based at Dallas Fire-Rescue stations across the City of Dallas. These drones are operated out of the Fusion/Real Time Crime Center and are designed to respond to calls for service in a two-mile radius from their base station. The base locations were selected based on heat maps of calls for service for both police and fire, placing them where they can potentially respond to the greatest number of calls. The pilots will be able to get to the scene quicker than in a squad car and begin to provide real-time intelligence and feedback to officers, as well as reduce the level of response or clear a call entirely if the incident has resolved. If a pilot sees a call in a drone’s response area where aerial intelligence can enhance officer safety, they can deploy a drone to provide critical updates to officers at the scene. Each drone is equipped with a thermal camera to help during nighttime operations, as well as a loudspeaker to make announcements to individuals on the ground. “I challenged our team to find innovative ways to continue improving our response times, and this new drone unit will not only keep officers free to respond to more calls, but provide real time updates as they are responding to calls,” said Dallas Police Chief Daniel Comeaux. “Even during our training, our pilots were able to clear three holding calls in an hour with one drone. That alone proved their value to us, and I’m looking forward to seeing the benefits in both officer safety and response times.” Our public safety partners at Dallas Fire-Rescue will also be utilizing the Drone as First Responder program, with training for pilots underway. Under the new program, in the event of a reported structure fire, a drone will be dispatched to the scene ahead of arriving apparatus. This real-time aerial perspective will allow incident command to assess the size, scope, and intensity of a fire before firefighters even step off the apparatus. “Dallas Fire-Rescue is proud to collaborate with DPD on any initiative that will make our city safer,” said Justin Ball, Chief of Dallas Fire-Rescue. “By strategically docking the drones at our fire stations in high-demand areas, we are optimizing our response times and ensuring our tactics are more precise, while adding an extra layer of protection for the city.” This collaborative partnership between police and fire departments represents a major step forward in using smart-city technology to protect both residents and first responders.

The pilots will be able to get to the scene quicker than in a squad car and begin to provide real-time intelligence and feedback to officers, as well as reduce the level of response or clear a call entirely if the incident has resolved. If a pilot sees a call in a drone’s response area where aerial intelligence can enhance officer safety, they can deploy a drone to provide critical updates to officers at the scene. Each drone is equipped with a thermal camera to help during nighttime operations, as well as a loudspeaker to make announcements to individuals on the ground. “I challenged our team to find innovative ways to continue improving our response times, and this new drone unit will not only keep officers free to respond to more calls, but provide real time updates as they are responding to calls,” said Dallas Police Chief Daniel Comeaux. “Even during our training, our pilots were able to clear three holding calls in an hour with one drone.
