@Ravens @BuffaloBills @DDawkins66 @BigDuke50 @geoffschwartz Biased opinion as I am a Ravens fan, but every angle I have seen it "looks" as if Dawkins grabs the facemask of Ojabo and pulls him down by it. Not sure that is what happened but I think that is what leads to the penalty.

Just slaps the arms down w/ blunt force which causes the face plant. The Bills use this technique all the time and, unfortunately, get phantom holds called because it's so effective.

They can impose reasonable time/place/manner rules (e.g., size, how it’s mounted, proper etiquette), but not an outright ban California Law (Civil Code § 4705): Explicitly allows display of the US flag (fabric/cloth/paper) on separate property or exclusive-use common areas. HOAs cannot limit or ban it except for public health/safety reasons. Attorneys’ fees can be awarded to winning homeowners in disputes.
