"Barbarians" is too mild a word. I'd say they're a band of degenerate parasites with no ambition whatsoever. They have no brains and aren't aware of the consequences of their actions. They're probably doing all this on someone else's orders, and whoever that is will turn them into scapegoats once they achieve their goal.
