1. Labour currently have a huge majority. After next election they probably won't (if they win at all) and will have the excuse that they don't have the numbers to push it through. 2. If Burnham allows himself to be hidebound by the Starmer/Reeves vision, what's the point of him?

The SNP Scottish Government have been funding this for years. 2016 when free personal care was introduced.
