Here’s a good start!” He attached a map highlighting Ceuta and Melilla as the suggested starting points. In April 2026, after Spain’s continued criticism of Israel’s Gaza operations, Benjamin Netanyahu ordered Spanish representatives removed from a Gaza-related coordination center and stated: —— “I do not intend to allow any country to wage a diplomatic war against us without paying an immediate price.” Spain under Sánchez became one of Europe’s loudest critics of Israel “genocide” language re: Gaza, and the opposition to US/Israeli actions on Iran, base access denials at Rota/Morón). Michael Rubin of the American Enterprise Institute) began describing Ceuta/Melilla as Spanish-administered cities in Moroccan territory and floated pressure or a new “Green March”-style demographic push. Rubin recently publicly urged Trump and Secretary of State Marco Rubio to recognize the enclaves as “occupied Moroccan territory” and called on Morocco to launch an unarmed civilian Green March into them. Congressman Mario Díaz-Balart (a close Rubio ally) stated they are geographically in Moroccan territory and should be negotiated between allies; a House Appropriations-related report used similar “located in Moroccan territory” language. Opinion pieces (including one on Ynet in April 2026) explicitly argued Israel could diplomatically help Morocco “reclaim” the enclaves to punish a non-cooperative NATO member and secure influence over the Strait of Gibraltar approaches. Morocco then “opened the taps” on migration—tens of thousands of mostly young men flooding a city of ~80,000 in hours—creating a hybrid crisis that overwhelms Spanish control, reigniting sovereignty claims. Spain may very well end up relinquishing claims of Ceuta back to Morocco.
