The U.S. side in every case. It is an import tax. I've paid tariffs, and I've never had any foreign supplier pay them. If the supplier was to subsidize anything, it would do so on price not the tariff, as a reduction in the price of the good lowers the tariff by the same percentage.

BOOM: Bessent obliterates reporter questioning Trump’s China tariff strategy — “The Chinese tariffs are unsustainable for China.” A reporter tried to press Treasury Secretary Scott Bessent on whether the Trump administration was negotiating with Beijing over tariffs. Big mistake. “We’re not going to talk about who is talking to whom,” Bessent said. “But over time, we will see that the Chinese tariffs are unsustainable for China.” He didn’t stop there. Bessent cited data showing the tariffs could wipe out 10 million Chinese jobs if they hold—even 5 million if partially lifted. “We are the deficit country,” he added. “They sell almost five times more to us than we sell to them. The onus will be on them to take off these tariffs.” The reporter pushed again, quoting Chinese sources who claimed the U.S. wasn’t even discussing tariffs.
