I don't care why the SS snipers didn't shoot first. The REAL question is why that young man, crawled up that ladder in broad daylight, didn't even try to hide, and made himself a ready target. This is not normal assassin-like behavior. It's not even suicidal sniper-like behavior. Fully knowing they had him in their sights he takes his sweet time. Does he want to be shot before he gets a round off? I'm not saying he didn't hate Trump, he said he did. I'm not even saying he didn't want to kill Trump. I'm saying that whether his target was Trump or not, HE wanted to BE a target. And in that, he succeeded. There was NO attempt at clandestine subterfuge whatsoever. None. Daylight. Open-position. No hiding. No body armor. No headgear. No urgency.
