According to Solomon, right after Comey announced that he was not going to prosecute Hillary Clinton for her private email scandal, his own FBI (previously reported by Solomon as Comey’s Chief of Staff James Rybicki) was using private emails for an unauthorized leak to the media. Comey starts by claiming that it's a dangerous time in America because leaders (he meant Trump) are not tethered to the truth. Notice also how Comey says he chooses his words very carefully. (Just like he did with his threat against the President.) That grand jury felt that there was not enough evidence to charge Comey on one of the counts. Halligan reprinted a new version of the indictment, and instead of re-presenting it to the full grand jury, she just had the foreperson sign it. This is a major procedural mishap because the indictment against him could be seen as invalidated.
