Plainclothes King County Sheriff's Detective Richard Rowe approached Randall with a gun pointed at him, claiming Randall had committed an arrestable offense by speeding and driving recklessly. Despite the threat, Rowe neither identified himself as law enforcement nor issued a traffic citation. Randall, terrified and outraged, later learned that Rowe had not filed a use-of-force report. He posted a video of the incident on his YouTube channel, demanding accountability. An internal investigation led to Rowe receiving a five-day suspension for discourteous behavior and conduct unbecoming an officer. However, he was exonerated of using excessive force because the Sheriff's Office policies did not classify pointing a gun as a use of force. Randall sued the King County Sheriff's Office and settled the case for $65,000 and a commitment to revise the department's use-of-force policies. The settlement mandates that the Sheriff's Office acknowledge displaying a gun as a use-of-force incident requiring lawful justification and supervisory review. This policy change aims to deescalate dangerous situations and align the department with modern policing standards, ensuring better officer training and community safety.
