Minister of Justice Sean Fraser was asked about Bill C-9 today and the possibility of the amendment to strip the Criminal Code of the protection for free religious speech in Canada. For the record, here is his full statement. While we appreciate that Minister Fraser thinks that the amendment to strip the good-faith religious text exemption will have no real implication on religious and individual freedom, we respectfully disagree. Among other factors, there would be no reason to strip the exemption at all in the first place if doing so had zero effect of the Criminal Code. We need more consultation on Bill C-9. All Canadians and concerned communities must be heard. We must protect freedom and free expression.

Let’s be clear: Bill C-9, The Combatting Hate Act, is the anti-hate legislation that communities and law enforcement across Canada are asking for. Our government remains willing to work across the aisle to look for constructive improvements to this Bill. What we will not accept are endless delays and Conservative tactics designed to dodge a vote on this bill. I made a promise to my constituents to stand up for them and pass laws to fight back against hate immediately. Canadians want action- it’s time for Conservative members to get on board.

Free speech is a core value of our civilization. We need to stop Bill C-9. This bill is designed to limit your speech by labeling you as an Islamophobe or racist without any specific definition. We don’t lack laws in Canada. If the authorities do not enforce the existing laws against jihadists, and if the RCMP and CSIS receive advice from Muslim Brotherhood-linked groups, it does not mean that a new law will stop the hate rallies and the glorification of terrorism in our streets. Tomorrow I will vote no on Bill C-9. The Liberals' decision to shut down debate on this deeply concerning Bill and rush its passage through the House is wrong. I submitted to the House a petition from local faith leaders that warned of the dangers of ignoring the concerns of Canada's many faith communities regarding Bill C-9. Civil liberty groups and major unions echoed these concerns. C-9 will only chill freedom of speech and weaken our ability to combat hate. It should not be passed.

The Indian Constitution and the Bharatiya Nyaya Sanhita already provide safeguards while guaranteeing the Right to Freedom of Speech and Expression under Article 19(1)(a). Here is a question for all of you: Do you believe we should be making it easier for our government to prosecute and jail Canadians based not on their actions – but on their words? To criminalize speech and prosecute those for expressing sincerely held religious beliefs? For me, the answer will always be no. What's intimidation or coercion — coercion based on race, religion, gender, sexual orientation, immigration status, or other protected characteristics. Obviously, white Christian men are not covered under that - The state of California under Gavin Newsom is about to, we think, censor the opinions of Americans. Not to protect anybody, but to shield themselves from criticism so they can continue to do what they want to do in secret.” This new law will impose millions and millions of dollars in fines forcing social media companies to censor what California Democrats define as hate speech
