Even after that rejection, Clinton made one final push with his parameters (Dec 2000/Jan 2001): a Palestinian state on ~97% of the West Bank (with swaps), all of Gaza, East Jerusalem as capital, and a limited right of return. My new book, Israel on Trial: Examining the History, the Evidence, and the Law, lays out how Israel and Western countries—including America and England—have offered the Palestinians their own state in precisely the lands they now claim they want to exercise sovereignty over six different times, from 1936 to 2005. And each of those six times, Israel and the international community accepted the offer and the Palestinians rejected the offer.
