#Illini AD Josh Whitman said the Big Ten is against the current version of the "Protect College Sports Act", a bipartisan US Senate bill. The bill, which is very wide ranging, looks to: Limit the transfer portal, the option for schools/conferences to pool media rights, establish 5 years of eligibility for players, end conference realignment for big conferences And allow revenue sharing but prohibit third party NIL deals with "associated entities" that circumvent the revenue share cap. While schools can pay players nearly $21 million annually -- via "revenue sharing" -- third party NIL deals have allowed some schools to have $40 million-plus rosters. Whitman on Big Ten opposition, "A lot of it has to do with the definition of an associated entity and what the regulation is around those associated entities at this point in time. That would be coming too restrictive on how we manage associated entities, would result in the loss of 10s of millions of dollars to student athletes. That's something that we philosophically think is not the correct direction for us to go." Whitman said the conference likes aspects of the bill, but more conversations and changes are needed if the bill wants Big Ten support. The bill passed out of committee, in a bipartisan 19-9 (Illinois senator Tammy Duckworth voted against it, and Whitman credited her). It'll now be eligible for a full senate vote -- if brought to the floor by leader John Thune. If passed, then the House needs to vote on it, and President Donald Trump would have to sign it. Some analysts think the bill has the best chance of any previous bill of becoming law, though some question how it could get passed without support from the SEC and Big Ten Conference.
