Billy had no memories for 3 years. He was raised by the Kaplans. It's unclear if he's regained any memories from the Hex. But even if he has, the Kaplans are the ones who primarily raised him. They are his family. He may feel something for Wanda too, we'll have to see.

It all has to do with their circumstances. 1) Billy has no memory of Wanda, thinks she didn’t want to find him (she couldn’t bc of Lilia’s sigil), & was with a loving family for 3 years. 2) Billy is the reason Tommy exists, & Tommy grew up with no one.

I think the reason he said that is because he felt guilt towards the Kaplans who had raised him for 3 years at this point. Acknowledging Wanda as his mother was an insult towards Jeff and Rebekka and their loss they didn’t even know about. It wasn’t about Wanda at all
