There is a biological component to the "...Low-IQs and non-existent emotional control..." On average, blacks have smaller brains, higher testosterone, and a problematic variant of the MAO-A gene. This genetically programs them to lower IQ, higher aggression, low impulse control, and criminality. There is no fixing this. We can never live harmoniously, lawfully, and prosperously together no matter what we do. The only humane direction is separation. I believe this is more realistic than many may think. Blacks openly aspire to return to Africa. Several African countries have standing right-of-return policies open to American blacks. So, I say pay them to leave. Give them their "reparations". Here is the deal, they agree to permanently repatriate with no right-of-return. In exchange, they get free money every month for as long as they can prove they are alive. They would never have to work or deal with welfare bureaucracies again. Given the low cost of living in black countries the cost for this would likely be less than what American taxpayers are spending now to keep blacks here (blacks are a net lifetime financial drain on the American economy). That is the "carrot". The "stick" is to begin really enforcing the law. When blacks commit crimes they are tried and, if found guilty, punished accordingly. Also, begin reducing welfare programs here.
