Not surprised to see the name of Raghuram Rajan.

He sounds like a NPC reading off his script. It's possible what he is saying is correct as far as the agenda they have planned but this doesn't sound or feel like something he really experienced. It sounds like he is reading from a book.

Rickards is a 'limited hangout ' guy. He leaks part of the agenda, to prepare the masses.
