I think you misheard. He said "If I have something a certain distance above the water on a lake and something else the same distance above the water on the other side of the lake they would both line up, wouldn't they?". No mention of looking at the shore.

He didn’t specify that it should be higher within the debate now did he? Did he say exactly where the cross section of lines should have ended up? No. He just made a theoretical argument that for sure doesn’t suggest sphericity to the earths surface.
