🚨HOLY CRAP!!! Milwaukee sent an internal affairs detective to investigate a cop caught using Flock surveillance cameras to stalk his ex... ...but that SAME internal affairs detective has now been CHARGED with using the SAME Flock cameras to stalk people, HIMSELF!!!!! He even planted a GPS tracker on a victim's car. The investigator WAS the abuser. The same man they trusted to catch the stalker cop... was allegedly running his own stalking operation the entire time. His name is Detective Tehrangi Chapman. A 22-year veteran of the Milwaukee Police Department. In December, Internal Affairs assigned him to investigate Officer Josue Ayala... who used the department's Flock license plate cameras over 200 TIMES to track his ex-girlfriend. Ayala pleaded guilty. He's sentenced next week. Just 2 months into that investigation, an anonymous call came in. Someone was terrified that a detective was digging into their family's personal information... and had planted a GPS TRACKER on their car. The victim was so afraid of what a cop could do to them, they refused to even say his name. The audit found Chapman, the internal affairs detective, had run that victim's license plate through the Flock camera system 17 TIMES, pulling 17 reports on their family going back SIX YEARS. He searched another person's plate three times in a single day, and when the system required him to log a reason for every search? He typed "test" and "training." Prosecutors say he ADMITTED to all of it, including the Flock tracking, the GPS device on the car, all of it. He's now charged with felony misconduct in office.
