This aircraft has a capacity for up to 14 passengers. Firefighters have confirmed that there were five individuals aboard the aircraft. Eyewitnesses have reported that out of the five occupants, only three managed to escape

The likelihood of losing both engines is very slim. This smells like they ran out of fuel and engines starved.
