Trading legislative dead for regulatory uncertainty isn't the same as getting clarity. SEC/CFTC rules can change with administrations. Congress moving slow sucks, but rules writte

"can't wait for the senate" is just billionaire, speak for "the senate is on vacation and we have a launch to ship." regulators as plan B is a wild pivot though.

Interesting shift in strategy. If Congress stalls, regulators may become the main path for getting clearer crypto rules.

Regulatory guidance isn't clarity, it's permission that expires with the next administration Congress writes law. The SEC writes memos
