Are they going to evict the owners of the non-existent house for non-payment of taxes? Place a lien on the non-existent house so it can't be resold? Throw people who are now destitute in jail for non-payment of taxes? What exactly is their end game?

Property taxes are predicated on ASSESSED value. Don't confuse w/appraised. Demand a re-assessment. You have that right. If the county cannot access your property, its on them.(May required an injunction) This is national realty policy. (Just re-certified the National portion myself) These people have suffered enough, for pete's sake!
