China slaps down Palau’s malicious attempt to hijack South Pacific island nations and manufacture a regional security crisis out of China’s normal missile tests. China tested a missile into the high seas. China is not a subscriber to the Hague Code of Conduct and is therefore not bound by its notification mechanism. Yet China still issued navigation and airspace warnings and notified relevant states in advance. Meanwhile, the United States has conducted more than 300 ICBM tests and roughly 200 SLBM tests. Washington has given China advance notice only once — in November 2024, after China had first notified the US of its own September launch. And now Palau is behaving as though China owes it a permission slip to conduct a lawful military test in the Pacific. This is the most ironic part: Palau has fewer than 20,000 people and its government has convinced itself that the Pacific is its private backyard. The high seas are not Palauan territorial waters. You do not get to turn an entire ocean into your private security perimeter and then demand that another Pacific power ask your permission to operate in international waters. Palau has sovereignty over Palau. It does not have sovereignty over the Pacific. If China conducts a lawful test in the high seas, your displeasure does not magically create jurisdiction. China is a Pacific country too. The Pacific is not Palau’s private swimming pool, and it certainly is not an American-administered firing range where only Washington gets to normalize missile testing. If every Chinese test is going to trigger a regional morality play, then perhaps China simply has not tested often enough for everyone to get used to the fact that it is a Pacific military power. America tested hundreds of times and made it background noise. China conducts a rare public test and everyone suddenly discovers trauma. Maybe the problem is not the missile. Maybe the problem is that the monopoly is over.
